The Dilemma of National Security

 the dilemma of national security:....well i  dn mean  a lot of national security measures here or a great topic regarding patriotism.But an amazing incident I came across today .
We have been  working on a RSRTC (rajasthan state road transport corporation ) project for development of routes and bus services to the remote rural habitations in Rajasthan.
There are routes connected under  PMGSY scheme but still some are left.Well we are dealing with  the connectivity of all those habitations  in terms of  the services to be provided.

The connectivity to  all the villages esp of . districts : alwar ,dausa,bharatpur .So  the basic data available to  PWD or the PMGSY cell about the located habitations had to  made available for our base work.today  for the same we went to the main officer as we have been dealing with  the office office game for long.To my great astonishment  ,the CE of  the department refused to  give any material of soft copy as 'after all its their department ' which  have worked on the same.(soft copy is quite scary rite..!!!)Why  do  they  give us or help us in this.the GIS data of the base habitations was not given  because it might be a question of security a it contains the  geographic contents.ups i  forgot to  say , I am also  workin in a joint venture by Govt of Rajasthan ,deptt. Certainly the PWD might have security reasons to  giv the data to  the other dept only.after all government ditches government !! wht to  say !!!

And then i Srilanka where we has gone for the urban  lab work provided us with all the necessary data, even  of or educational trip .I dn understand , y  they  didn have ne security reasons. from all regional to  district level GIS landuses were also  made available.is it well documentation or well availability !

Neways i  wonder why and how the government project gonna work in this way , if one department has already  done a base map work.how cant they  help the other department for the same.These basic loopholes in the policy making have to be rectified to  make available at-least the base data. Then instead of repeating and wasting long time in just repetition of works , actual work  can be started. If this would have been  some actual area of national seurity question, things would have been different as in case of may be habitation of some border areas and so .well i  am and  perplxed how the siutaion would be and how many  actually years would be taken  by  a government project ....how development be actually met !!!!these delays lead to  rise in corruption because at a personal  level  who  cares about government policies!!!! 

today  sometime at actually sitting in the 'huge' govt officer cabin...i realized, how personal decisions also matter in bigger govt projects....how a person sitting on a govt post..matter a lot...and his effect...Here one perceives to have a better PPP project(public private partnership kinda...),,,that would have worked..

i wish  well on my personal level  i  get data asap and get the work started.
